Safari still accessible when banned with Screen Time, through other apps

Hello! I asked my mom to ban Safari on my iPhone (using Screen Time), since it's very distracting and I have no reason to use it on my iPhone. She did, and I cannot use the Safari app anymore. However, Safari is still accessible through other apps! Some include Apple Maps, Google Drive, Gmail, and some 3rd party apps. What seems to happen is that the app runs Safari inside of itself, so it bypasses Screen Time's restriction.

And worse, the other day, all the websites my mom had banned on my phone (Reddit, YouTube, etc.) suddenly became accessible again! We didn't do anything (as far as I know), so I don't know why it did.

Is there any way to fix these issues? Or is this a glitch that needs to be fixed?

(I can upload a video of me accessing the glitch if necessary)
