iCloud as recovery for another iCloud that is "closed for security reasons"

My story is getting increasingly difficult to unravel.

I had two icloud email adresses, a primary and a secondary.

My secondary email was for less trustworthy sites that might send me spam, but I also somehow ended up adding it as a recovery email for my microsoft account, thus it is imperative that I gain access to it.

The problem is, it was "closed for security reasons", and my recovery email for the secondary icloud emailis my primary icloud email. Thus, for some backwards reason, when I am tasked to reset the password to recover the account that is closed for security reasons, I am sent through two factor authentication, and after the process is complete, I am able to change my password, but it will ONLY change the password for the primary email and the secondary email remains locked.

I DO need access to the secondary email one last time so I am able to access my microsoft account to set up two factor authentication and change the recovery email for microsoft.
