My iPhone 11 Pro Max camera starts to have a focusing issue anytime the native camera app is turned on. The extreme focusing issue is accompanied by an ominous electrical crackling/buzzing noise near the top of the device. Seems to be a common issue. I'm being told I need new cameras.

Sounds like those that you’re describing, yes are common signs that the focusing mechanism on at least one of your cameras is malfunctioning. To insure no further damage is caused, you should shut down the device, or at the very least, not open any applications that utilize the back cameras. You should definitely get your camera array replaced. A repair of a camera focusing mechanism is so hard that you might as well just replace it. Depending on the model, it might be useful to know which camera causes the sound when used. (Main, Ultrawide, of Telephoto) so it can be replaced more easily. Further use of the device may lead to more problems, so I suggest you take it in to be serviced as soon as possible.
