I had to get into the water briefly to moor my boat and my arms were in the water briefly. When I got out and started to dry off I noticed that my watch was black. I tried to reset - and now it's on the charger -- but the screen remains black.

I am afraid that your watch might have suffered from water damage. Apple Watch is water resistant, but not water proof. Water resistance is a condition that can wane over time I am afraid
Please see if a forced restart will help:
Press and hold both the side button and Digital Crown until the screen turns black and the Apple logo reappears, then release both buttons. Your watch may take a few moments to restart.
Thank you. I did that but the screen remains black. I guess I need to take it to the Apple Store.
