I am unable to delete applications in applications folder that come with the macOS
why can't I delete applications in \applications that come with the OS and are duplicated in \system\applications

Because since Catalina, the entire System folder is cryptographically sealed. No one but Apple can make any changes to the contents of that folder.
The Applications folder is a bit different. There's an Applications folder within the System folder, and another you see outside of the System folder. When you open the latter, you see combined list of the /System/Applications folder (and also Utilities), and apps you've installed. You can do whatever you want to any apps you've installed, but any installed with the OS are off limits as they are within the System folder.
