Is there anyway to recover an iTunes library?

I recently noticed I had lost most of my music playlists on my phone and when I checked my laptop it had all disappeared from the itunes folder on there as well. I replaced my old laptop about 3 or 4 months ago and destroyed the hard drive so I am assuming this has something to do with why it has happened. I didn't back up my music either before I destroyed the old hard drive (just photos and personal files) so can I still recover my old library from itunes itself or the cloud?

Should you be in the unfortunate position where you have replaced your computer and are no longer able to access your original library or a backup of it then then see Recover your iTunes library from your iPod or iOS device for advice on how to set up your devices with a new library with the maximum preservation of data.
