Drag and drop files into notes instance on Stage Manager doesn't work and file import in general doesn't work with PDFs

If you select a PDF file or a group of PDF's and drag them to Notes instance in the Stage manager. it does not import the file. You can only do so by?? not sure.. I have an icon on the dock that I drag and drop on but the import feature in notes itself doesn't work either. When I open a folder with pdf files in it, they are all greyed out.

I can confirm that you can't drag and drop from a folder to Notes in Sidebar. You need to drop them on the icon in the Dock.

The Import to Notes function will only work if your notes are stored in iCloud. If they are stored in any other account, that option is not available. I tested it with my iCloud notes selected and it works fine. It doesn't work when I have my notes store in Gmail selected.
