My new iPad 13 is unable to connect to Apple Pencil
Bought new iPad 13. Cannot connect either Apple Pencil which readily connect to iPad 12.9

Your new iPad (especially if it is the new Air M2 or either of the new Pro M4 models) is only compatible with the Apple Pencil Pro or USB-C Pencil. The link above lists compatibility for each pencil and the corresponding iPad they will work with.
