How do I view iPhone HEIC photos that have been downloaded to a Windows 11 laptop?

Install Irfanview on your laptop, it will read that file type as well as just about any other picture format. It's free, doesn't contain any nagware, malware, viruses, etc. I've been using it for about 15 years now and it's way better than Windows photo viewer.
