How to lock the Control Center on my iPhone SE?

I have an iPhone SE and I’m trying to lock the control center. My settings has a control center button but it is not highlighted so I cannot turn the control center off and on there. Everything that I see online says that you go to settings and either go to Face ID or touch ID my iPhone SE does not have that so I’m not sure how I’m supposed to lock the control center for safety purposes.

Go to Settings > Screen Time > Content & Privacy Restrictions > Passcode & Touch ID and select "Allow." Wait a little bit for "Touch ID & Passcode" to show again in Settings. You'll then be able to turn off Control Center in Settings > Touch ID & Passcode.
