Simply by going off the Product Number of the AirPod Pro not being correct and the amount just showing $399 without the cents I would conclude that it is not legitimate. Although normally a scam message has a contact number for you to call, since their goal is to get your Apple ID Password/Financial info and I do not see one on that page.

What may help is by providing more info on where you received this invoice and since this shows 2 of 2, what does 1 of 2 show? If it is an email, can you Tap on the From field to bring up the sender address?

I agree with Mac Jim ID. The US price for the AirPods Pro (2nd generation) with MagSafe Charging Case (USB-C) - Apple is $249.00 and that's exactly how it appears on their invoice — as dollars and cents.

Perhaps the price they charge in your vicinity is different than in the US but that's a significant discrepancy.

That, and the fact the dollar amounts are not right-justified tells me it is not a legitimate Apple invoice.

For your own entertainment you might try pasting that serial number into the applicable field in Check Your Service and Support Coverage - Apple Support.
