Contact SnapChat. They are the only ones that will be able to tell you what the problem is. Apple will not be able to do that for you. In some cases, SnapChat will ban a device for violating its Terms and Conditions, then you will not be able to use their service anymore.
Apple has limited control on how third party applications function on their operating system. A login issue with a third party will be strictly controlled by the third party developer. This makes sense right? Because even if you were using an Android, Windows, Linux, etc you would still continue to experience a login issue. Your best bet is to contact SnapChat to determine what the issue is.

I have not been able to log into my Snapchat application on my iPhone
