It sounds like your phone is “Carrier Locked” to another carrier.
Only THAT carrier can release the lock; and if you’re not their subscriber, they have little if any incentive to do so.

Are you the original owner of the phone? If yes, contact your carrier to ask them to unlock the phone.
If another person owned the phone before you did, you need to contact that person and ask them to have the lock on the phone removed. This is the only way that the phone can be unlocked.
