ITUNES STORE IS UNABLE TO PROCESS PURCHASES AT THIS TIME

I am currently adding GCASH(payment method in the Philippines) as my payment method after adding it the error appears and says “ itunes store is unable to process at this time” i dont know why it keep showing. This error is almost 2 weeks already and today still cant connect my gcash as payment method. i am using iphone 14 pro, ios 17.5.1 latest ver
