Apple does not use IMEI to track a phone.

Your carrier can track the phone using IMEI, but they will normally only do this in cases of missing persons. Even then, the carrier will require a court order to begin the process. Of course the phone must be powered on and connected to the network and the battery must have a good charge as well.

If Find My is "Offline", there are reasons for this:

  • The battery has run down
  • The phone has been powered off
  • The phone does not have an Internet connection where it is currently located

All that you can do is keep checking a few times each day to see if the status of the phone has changed.

Please keep in mind that iPhone thieves are also very fond of placing a stolen phone in a special type of small bag that will not allow the phone to either send or receive a signal, so that may be a factor here as well.

In other words, the phone can be working fine, but the Faraday Bag blocks all communication to the phone and the phone cannot send out information regarding its location.
