Sorry, no, you can't. The notes are always sorted but you can choose whether it's by date or title. You could get creative with the note title so that it appears in the correct order when choosing sorting by title.

Sorry, no, the Notes app doesn’t permit editing the note creation date (or the modified date).

You could suggest those features to Apple, though: Product Feedback - Apple.

Thanks so much for the reply. An additional question (which is probably a no also) Can I "pre"date a note so as to put it at the bottom of the list? it would still be there but out of sight.

(I do really wish Apple would implement a change to notes that would allow us to drag things around. It's seems to be a simple enough and desirable thing to have/add.)
