Why does my iPhone say I don't have enough storage for backup?

Backing Up to iCloud:

If a first backup, or if it been a while, apparently, you just don't have the storage. I'm Sure 5GB won't do the job. So, condor looking into upgrading your iCloud Plan: iCloud+ Plans and Pricing - Apple Support
