How to stop my iPhone from putting unknown calls straight to blocked

My work uses teams & Microsoft Authenticator & 2 step notification is to call my number - but my phone puts unknown calls straight to blocked with no call to answer. How do I stop this?

Have you tried going to Settings>Phone>Silence Unknown Callers and turning it off?
