if I buy a new iPhone like the 15 pro, is it already unlocked so I could use it outside the U.S.?

If you buy it directly from Apple, and not with a carrier-sponsored discount, it will be unlocked.
Note, however, that it does not use physical SIM cards, so you can only use it with carriers that support eSIM.
Also note that the warranty is only honored in the US, so it must be returned to the US for service.
