Is a cellular data line through our cell carrier required for the safety features of a new apple watch (SE) to function for an elderly parent?

I am getting on in years and I have fall detection turned on for my non-cellular watch, my iPhone is always close by or on my person and fall detection works as specified.

Depends what you’re calling safety features and features that are more related to health such as ECG and heart rate (Beats Per Minute). Can you explain what features you’re specifically wanting to operate without a cellular connection/plan?
Thanks, Jeff. Primarily I am asking if the watch fall recognition and subsequent notification of emergency contacts function will operate without a cellular plan connection. Without a cellular plan connection, as long as the watch is within proximity (same room or apartment?) of the cell phone, can the elder use Siri on the watch to "call son", for instance?
