Is a cellular data line necessary for Apple Watch SE safety features for elderly parents?

Is a cellular data line through our cell carrier required for the safety features of a new apple watch (SE) to function for an elderly parent?

Thanks, Jeff. Primarily I am asking if the watch fall recognition and subsequent notification of emergency contacts function will operate without a cellular plan connection. Without a cellular plan connection, as long as the watch is within proximity (same room or apartment?) of the cell phone, can the elder use Siri on the watch to "call son", for instance?
