Starting a Developer Account - Cannot create a new Apple ID

I'm using a new apple ID for my developer work using developer.apple.com but I get the message, "Your account cannot be created at this time" during the mobile phone verification. I am using a new email address not associated with another Apple ID and a new phone number that is not associated with another Apple ID.

At first the rejection message was "your account cannot be created at this time." After that it just says, "type the numbers you see or hear." Typing instead of pasting made no difference.
