How do i restrict certain apps on the iPad, so there is a safe child’s area of the iPad, where they can’t access the parental controls and give them selfs more time on there own device?

Set up a password for Screen Time and don't tell the child the password so they cannot give themselves more time.
They will need to ask you directly.
