I got an ad from my YouTube app promoting a 1-month free trial for YouTube Premium. I decided to try it out so I proceeded to the checkout through Apple Pay which said I would not be charged until August 15th, but I was immediately charged the full $18.99.
I went to reportaproblem.apple.com but it would not allow me to select the Youtube app as an eligible refund.

That is because you chose an offer that only YouTube controls. The only way you would be eligible for refund, is if it was made with an in-app purchase. The ads that you see direct you to start a free trial with YouTube and bypasses Apple's ability to manage the subscription. Go to their website and see if they offer a refund policy. You will also need to cancel the subscription with them, since it was not being managed by Apple and you will not be able to cancel using the normal method found on your device. Using ApplePay only means that you used Apple's method to securely process the transaction between your payment method and YouTube. It does not mean that Apple is responsible for that subscription.
