Why do photos on my Apple TV in the Photos app go from 4k to HD?

Hi All, my TV plays and streams 4k HDR but for the life of me I can't get Apple Photos to play my 4K HDR home movies at 4K, everything is downscaled to HD. Does anyone have a reason or solution for this please?

Photo stream shutdown Is Photo stream shutdown only effecting images on my Apple TV or does it apply to images in Phots on my iMac as well
