iCloud Passwords and Keychain Extension in Chrome refuses to enable

I've been using iCloud Passwords for over a year with no issues. I click the puzzle piece in Chrome at the top-right beside the URL address field. It opens a box with a numeric password to enter, I do that and I'm off to the races. For 2 days now, I try to do this and it says "Enable Passwords in iCloud for Windows to use iCloud Passwords in Chrome". I checked and it WAS enabled. I removed and re-added the extension. Then, I accessed iCloud for Windows and disabled and tried to re-enable "Passwords and Keychain" and it takes me through 2-step verification on my iPhone - this works great. I approve the access and it refuses to change to "On" in the list. I've rebooted twice. I've forced a Windows update as well. No joy.

No idea what to do next - I can access my Apple ID with no issues. I can access my Cloud data with no issues.
