Error when calling someone "An application error has occurred"

Make a call with Wi-Fi Calling - Apple Support

Set up cellular service on iPhone Contact your carrier for known issues.

So you make a call, you hear it ring, then you hear that message spoken? If so, that is not coming from your phone. It’s either coming from the party you’re trying to call or your (or their) carrier.
