Can Canadians use Apple Cash without a US address and SSN?

Why is there the option for Apple Cash in Canada if we can’t use Apple Cash without verifying our identity with a US address and SSN? If I’m Canadian were do you expect me to get a US address and SSN from? I need my money from Apple Cash but I’m unable to get it.
