How to remove suggested images in wallpaper settings
I have some photos of people I don't like even though I deleted them but they still show up in the wallpaper suggestions and shuffle photos section, how do I remove them?

You can simply ignore them.
Change the wallpaper on iPhone - Apple Support
In Settings>>Siri & Search>>Suggestions from Apple uncheck the options and compare your results
