Reactivating the "Stay on Page" and "Move with Text" Options

On my 16-inch, 2019 MacBook Pro, working in version 14.5 of macOS Sonoma, I have inserted a textbox on the last page, page v, of my table of contents, as shown in one of the attached screen shots. (The textbox reads, "- Business Meetings.") I want the textbox to move with the text of the table of contents in case movement of the table of contents text is triggered by eventual editing of the body text, which activates the automatic self-building of the table of contents.


The "Move with Text" and "Stay on Page" options, however are deactivated. They are visible but grayed and unavailable, as seen in the other attached screenshot. That screenshot shows, also, that the "Stay on Page" has been (involuntarily and) unalterably selected.


Am I able to reactivate the "Move with Text" and "Stay on Page" options? If so, how? I would appreciate answers and any assistance possible.
