I have screen time set up for my two children’s phones but the screen time is continually resetting. The phones are an iPhones and iPhone 12. They are updated with the recent iOS and I am fairly confident they are not accessing it to turn it off. Is there a reason it keeps turning off/resetting?

I assume you have changed your Screen Time passcode.
Do they know the Passcode to your device?
Do they know your Apple ID Password?
They can reset the Screen Time passcode with your Apple ID Password.
