Bell icon text messages

I’m confused how the bell icon works for iMessages. When swiping left the bell is crossed out , but messages notifications still appear.

if you click on the bell (uncrossing) another little bell pops up and now messages notifications are blocked.

Can someone please explain.

The icon means the action to be executed. It does not represent the state of the notifications. Thus, in the 1st screen shot, the crossed bell icon means that you want to mute the notifications. In the 2nd screenshot, you do see the state of the notifications in the gray crossed bell icon (to the left of the blue background bell icon).
