Since it sounds like you want Angle 1 to act as the master, I'd sync Angle 2 to Angle 1. A couple ways to do this.
Programmatically:
In the Angle Editor, set Angle 1 as the monitoring angle. (Click the video monitor icon at the left of the angle.) Angle 1 should now have the grey outline around it.
Then, in Angle 2, click the popup menu to the left of the speaker icon and choose "Sync to monitoring angle"
Manually:
In the Angle Editor, enable audio for both Angle 1 and 2 so you can hear them both (the little speaker icons in each angle). Then with Angle 2 selected, hit the spacebar to begin playing and use the "," and "." keys to nudge Angle 2 earlier or later by one frame. Adding the shift key will nudge by 10 frames.
Be aware that any changes you make to a multicam will be reflected in any projects where it's used.
