Did you have the Organizer follow the steps that are detailed in the support article provided by leroydouglas?
- On the family organizer's device, go to Settings > Screen Time.
- Scroll down and choose a child’s name under Family.
- Tap Change Screen Time Passcode, then tap Change Screen Time Passcode again. Then authenticate with Face ID, Touch ID, or your device passcode.
- Enter a new Screen Time passcode, then enter it again to confirm.
You would only get the forgot password option if you used your Apple ID/Password in case you forgot it. When you set the screen time passcode, you are given the option to add your AppleID/Password in case you do forget. If you skip that step, you are given a warning that you will not be able to reset the passcode on your own if you forget and do not provide the AppleID/Password. By cancelling this last warning, you will not see the option to use the forgot passcode button.
