Siri calls people / businesses from Maps instead of calling a person from my contact list

The spicy part is that I have removed Maps from my iPhone (totally useless in Europe), yet I keep getting these Siri Maps suggestions.

I have not found any such issues online. Can anyone please help before I throw the phone against a wall?

Scroll down in the Siri Settings...

Settings>Siri & Search>Maps turn off "learn from this app"

and verify you have Contacts selected as an option
