Is there a complete list of Voice Control and Siri commands in an editable text format somewhere. I know of the list I can see via Settings and via "Show Commands", but I'd like a list I can use to create some standards as I get started using this on Mac.

There isn’t such a list.
Machine Learning such as Siri doesn’t work that way, any more than there’s an identified list of the commands that you or I can respond to.

I’d expect you will want to create your own notebook here, with the Siri commands you’ve used, and with the Siri-triggered shortcuts you’ve acquired or created.

That that seems to be what Apple provides. You can generate your own editable list by copying and pasting from that support article and re-formatting. It's possible that, with some determined internet searching, you can find lists that other people have put together.

The complete list of Siri commands would be thousands, and possibly infinite, because Siri is a natural language processor. Siri does not have a list of expected questions with answers, it parses the request and formulates an answer.
I would add that there are a lot of things Siri can do but you don't necessarily have to use the same specific command to get the same result. That's one of the great things about Siri is that, within limits, it understands natural language. I find that experimenting is the best way to find out what its limits are.
