I made a purchase online using my Apple Cash as a card, I realized there was an error in purchase and the merchant refunded me and I have the email of the refund. But the monies have yet to return to Apple Cash card and I cannot reach out to Apple support to get help.

Refunds in the US generally take 7 to 10 business days and occasionally sooner. As I mentioned above the merchant has 30 days to refund a debit card transaction.
