I am unable to use my downloaded stickers while messaging

I have not been able to use my downloaded stickers while messaging for quite a while. This initially happened with my iPhone 13 Pro Max. I thought I would be able to start using them when I received my iPhone 5 Pro Max - NOTHING. If I hit the "+" to the left of the input area, it will allow me to select stickers, it shows sticker selection banner, and then immediately goes back to where I input messages. Various upgrades have occurred, numerous resets have happened and I still have not been able to access my stickers. When speaking with Apple support, they could not help me. I would like a resolution after going on almost 2 years with this problem.

To add style to your messages, open the iMessage app and any chat. Remember, you can use the keyboard to type your message or tap the mic icon to have your message typed for you. Don’t tap the send button when you’re ready to send your message; long-press and a hidden menu will appear

all the send button long hold does is allow you to add pre-downloaded bubble messages in different urgencies. Does not do anything to access my sticker menu and make selections.
