Forwarding emails with single page pdf attachments falling off

When Forwarding an email on the iPhone that contains a single page PDF (also visible in body as an image) it does not attach. One would have to save it and reattach to the forwarded email to send it. This is incredibly frustrating. It’s been going like this a long time with no correction in updates. Multi-pages PDFs show as attachments(no preview) and transfer with the forwarded email no problem. It is only single page PDFs that fall off. Does anyone know the reason for this?
