As @leroydouglas mentions It is never a good idea to use a backup drive for anything else but backups. If you want to store regular data onto an external drive, then purchase a second external drive. That way you can also use TM to backup the external data drive as well. Backups should only be stored on a drive dedicated fully for backups.

In Disk Utility, the LaCie is listed as an APFS Volume. When I look at the info on it through Disk Utility, it lists it as writeable. The little lock at the bottom right of the Get Info window is not there--it does not give me the option to change the permission from Read-Only to full permissions. I've found some information about changing permission through Terminal, but I'm not savvy enough to be meddling in that by myself.

Will someone please help me with this? Any guidance or assistance would be immensely appreciated.

Time Machine likes to have its own unadulterated dedicated drive.

I would start a new back up on your new drive. You already had issue.
