Airplay does not work after my iPhone is locked

Very frustrating that airplay does not work after my phone locks. I’ve set airplay/handoff setting from automatically connect to never and still doesn’t continue playing after phone locks. I’m not mirroring my phone either. I’m air playing video just to clarify. I believe airplay is supposed to handoff the video to the appletv. No I do not want to keep my phone on while playing. This makes no sense to kill my phone battery. Seems like apple needs to rethink airplay if the phone needs to stay on to use.
