Do you have any security Apps (such as Norton) or VPN installed on your iPad/iPhone? If so, these may be interfering with your devices network connection. If present, it may be necessary to temporarily remove such Apps from your iPad - and then perform a forced-restart.

Force restart iPad - Apple Support

If the problem is only apparent when connected to your home WiFi, a restart of your WiFi Router is recommended.

To restart your router, disconnect power from the router for at least 30 seconds - then reconnect power to restart. After your router reboots (which may take several minutes), force restart your iPad/iPhone.

Recent iterations of the Apple Weather App will show the most appropriate map for the conditions in your area - which might not currently be the Precipitation view. The current view can be changed as required...

From the open Weather App, tap the map graphic; the graphic will expand. At top-right of the map-graphic, tap the layers icon (three stacked/overlapping squares) to expose the layers menu - then select Precipitation.

The selection isn't "sticky", but will reset to the current default layer view (dictated by current weather conditions) when the App is closed.

Yes…it doesn’t matter whether location services is turned on or off. Location services should not affect the display of the dynamic map data. I should be able to display data for the entire U.S. or anywhere in the world, which would not require my iphone or ipad to use location services. The weather app for MacOS works just fine with and without location services turned on.
