iCloud Passwords not syncing correctly with Windows iCloud Passwords app

I have all my passwords up to date in iCloud through the iOS 18 Passwords app and MacOS Sequoia Passwords app. When accessing the iCloud Windows Passwords app, the synced passwords stored are incorrect.

I have not changed the affected passwords in a long time, so I don't believe this to be a sync time issue. The password that is incorrect is from a similar entry (I have two different logins for target.com and target RedCard). The logins are separated in iCloud with two unique passwords. On the iCloud Windows Passwords app, the two different entries are present, but they have the same password.
