Getting into an Apple ID on a Mac:

If Reset Anew:

Have you just reset your Mac as a new device.? If so, you need the Apple ID and password of the person who set this Mac up. Then, you can claim it as yours.

When Purchasing a Used Mac:

B. Have the Seller Use this Site: What to do Before you Sell, Give Away, or Trade in your Mac - Apple Support. The seller needs to sign theirself out of iCloud on the Mac. Elsewise it will be a brick to you, and you'll never be able to sign out of it, and associate it to your own account. Have the seller allow you to associate this to your own Apple ID prior to handing over the money. If the seller decides to not abide by those rules you've set forth, then do not proceed with the transaction.

B. Are you Locked at the Login Screen?

Reset this Password Using the Login Screen: You'd go through your Apple ID to perform this. Find out more here: If you Forgot your Mac Login Password - Apple Support. Make sure that caps lock is not enabled when typing it. No Success? Go here: If you can't Reset your Mac Login Password - Apple Support
