Getting an Apple Card W/O Living in the USA:

Depends. Citizenship has its restrictions...

1. Go Here: How your Apple Card Application is Evaluated - Apple Support
2. Scroll to: Requirements to get Apple Card
3. As it Reads: "Be a U.S. citizen or a lawful U.S. resident with a U.S. residential address that isn't a P.O. Box. You can also use a military address."

You must have either a US drivers license or a state issued identification card. No exceptions. There are banks that will accept passports as an ID, Bank of America and Capitol 1.

Troubleshooting Adding a Method of Payment:

A. Add, then Delete.

You need at least one Method of Payment assigned to your account. This is because even free apps have their option for internal purchases. So, add the new method of payment, and then remove the one that is currently in there. Add a Payment Method to your Apple ID - Apple Support

B. If Declined: If your Payment Method is Declined in the App Store or iTunes Store - Apple Support
