I have a bootable usb mac with me but i want to use it as a virtual machine in Vmware Workstation Pro. How to do so

I am sure that every mac os would be tested on another mac, probably one of the older macs. However, has it ever been tested on a Oracle VM VirtualBox or VMware Workstation? If Yes, what is the process of getting it set up. If No, Why is it that only specific people are entitled to access the mac to the fullest potential. Well, to add on to my case further, since i had an macbook air through which i created a bootable mac os Ventura. Is there a way to use it to create a virtual machine for Oracle VM VirtualBox or VMware Workstation Pro

Windows, Windows 10

Apple is very strict about ONLY running macOS on Apple hardware. They have sued and won against others that have tried running macOS on non-Apple hardware.

All commercial virtual machine vendors know this and do not allow macOS to install on their software. All cloud hosting services do not allow macOS guests.

There are a few hosting services that use Mac minis to host macOS.

If you have a Mac running macOS, you can install Parallels, VMware Fusion, (maybe VirtualBox on an intel Mac, maybe UTM) and run a copy of macOS. But not on non-Apple hardware.

You don't describe how you are hosting the VM, but the license agreement for macOS only allows it to run on Apple hardware. If you are hosting the VM on Apple hardware, you can run a virtualized macOS on that machine using whatever VM you like. The company that makes the VM should have instructions on how to install macOS in a VM, but would only have instructions for the versions that run under macOS on Apple hardware.

If No, Why is it that only specific people are entitled to access the mac to the fullest potential.

It's not very specific, but it is limited to people who have purchased a Mac.

I have no idea what you are asking. If you have a question about Oracle or VMWare software, you will need to ask them directly.

I can tell you that with the release of Apple Silicon a few years ago, Apple has effectively killed the Mac virtual machine community. Whatever you were trying to do, though you could do, or did in 2019 can no longer be done and will never be done again. If you want to do something with VirtualBox or VMWare, buy a PC. Apple has pulled out of that market.
