Successfully Purchasing iCloud Storage Plan:

A. Close All Apps:

There may be non-responding apps open. So, save what need be, and then close all apps. Hold you finger down as you swipe up form the bottom-left corner of your screen. Then, close all of these open apps, by sweeping up quickly for all apps.

B. Perform a Force Restart:

Try Force Restarting your iPhone. Save any information that need be. Then perform the restart. See if you can then perform this once more. Go Here: Force Restart iPhone - Apple Support

C. Upgrade Using a Computer:

If the upgrade is still lagging, then perform this using a computer, as it would be more user-friendly doing so: Upgrade to iCloud+ - Apple Support

Download All of iCloud:

Save a Few: If you wanted to, rather than upgrading your iCloud Plan, you could export all of iCloud onto an external disk, and then search for the files on the Hard Drive in a new Finder window.
