I have struggled for two years now. Nothing works I have spoken with apple support many times to no avail. Spent countless hours on the phone with them. Yesterday I joined apple music two month trial period and my whole library transferred onto my phone. This is my very own legally purchased music. Why can this only happen when I take out a monthly subscription? Is this legal?

The conventional approach is to sync your media over USB to your connected device. See Sync iTunes content on PC with your devices – Apple Support for the process. While sometimes people have issues with drivers not installing correctly these are usually resolvable. Apple Music and iTunes Match are two over the air library syncing services that can work to link together multiple computers and devices and sync the same content to each. They may also serve as a workaround if you've been unable to sync over USB, but this is by no means the only way to move content to your devices. Both services are optional. Apple Music is a superset of the features of iTunes Match, so only use one of these services.

thanks For the advice. I did download Apple Music app and all music transferred successfully over to Apple Music app. As I don’t have an Apple Music subscription there is no facility to sync the Apple Music app with the iPhone. My music is legitimately purchased cds snot not downloaded from music store. So frustrating.
To sync using Apple Music on Windows you also need to install the Apple Devices for Windows app.
