'Your account has been disabled in App Store' message while downloading apps

When downloading or updating for my app store I get a message saying my app store has been disabled

If you see a message that says 'Your account has been disabled in the App Store and iTunes -

This is often related to a payment issue. You usually need to speak to Apple to resolve the issue.
