Correct. iCloud is a synchronization service, not offline storage. You can elect to optimize photos and keep originals in iCloud and lower resolution images on your device to save space (settings, photos) but the images will remain unless deleted. If you delete, modify, etc. that will also be reflected in iCloud.

Because I think this part should be in BOLD (and maybe should be in all caps) I'm going to repeat what muguy said:
If you delete a picture on your iPhone, that picture will be deleted in iCloud and any other device connected to iCloud.
Deleted means sent to Recently Deleted where (if you're not impatient) you have a month to change your mind.
