Page numbers not populating left-hand page

I'm struggling with numbering pages in a three-section book-length document. First section has no page numbers, no problem.

Second section has lower-case roman numerals, only the right-hand pages are populating. They are consecutive, but only the odd numbers are displayed.

Third section will be regular number (1, 2, 3, etc), first number hidden. Same problem as in second section – left-hand page numbers not populating.

This is so very frustrating. I've searched and searched for a solution, but have been unable to find anything to solve the issue.
